Participants will gain a greater understanding of how bids are solicited and contracts awarded for construction services in support of NRCS programs and the Contracting Officer’s (CO) and Contracting Officer’s Representative’s (COR) roles and responsibilities in the process.

Site visit with NRCS and contractor personnel

COR Webinar Series - This is part two of an eight part series that will provide new CORs the foundational knowledge to perform their jobs effectively. Part 2 covers the solicitation process which includes submitting a requisition package, requesting/soliciting bids, and conducting a site visit/showing. It will also cover the evaluation of bids, determination of contractor responsibility, award of a contract, bid protests, and bonding.

This webinar is approved for 1.0 hour of CLP for those needing refresher training in basic contract administration. During sign-in, select "yes" to earn Continuing Education Credits and/or Certificate of Attendance. At the conclusion of the webinar, take the quiz and complete the CEU form to receive a training certificate by email. NRCS will forward a list of participants that received a training certificate to the certifying entity to assist with the application of credits.

This webinar is presented by USDA NRCS Science and Technology.

About the Presenters

Dale Garber is a Level III COR. He has worked as the COR on numerous, complex construction projects involved in gulf restoration as well as hurricane debris removal EWP projects. He is an instructor with the NRCS Contract Administration for Construction Contracts course.

Todd Davis is an Acquisition Analyst with the Office of the Chief Procurement and Property Officer. Todd has 16 years of federal contracting experience, plus five years of private sector contracting experience, including construction and A-E services. He is FAC-C Level III certified. Todd is also an instructor for the NRCS Contract Administration for Construction Contracts course and has developed and presented training for numerous contracting topics.
