Participants will learn preconstruction conference objectives, who attends and the items that should be discussed at the preconstruction conference, how to create a construction schedule, and how to use the schedule to track construction activities.

COR Webinar Series - This is part three of an eight part series that will provide new CORs the foundational knowledge to perform their jobs effectively. After a construction contract is awarded and before the work begins, a preconstruction conference is scheduled and attended by the contractor and NRCS personnel. The contractor must submit a safety plan and meet with NRCS personnel to discuss and develop a mutual understanding relative to administration of the contractor’s safety program. Within five days of commencing work, the contractor must submit a construction schedule. Fully understanding these activities and the responsibilities of both the contractor and the NRCS regarding construction safety is necessary for starting a construction contract on the right foot.

This webinar is approved for 1.0 hour of CLP for those needing refresher training in basic contract administration. During sign-in, select "yes" to earn Continuing Education Credits and/or Certificate of Attendance. At the conclusion of the webinar, take the quiz and complete the CEU form to receive a training certificate by email. NRCS will forward a list of participants that received a training certificate to the certifying entity to assist with the application of credits.

About the Presenters

Crystal Blackburn, Contract Specialist, National Procurement Team, has seven years of private sector contracting plus seven years of federal contracting experience, including construction and A-E, FAC-C Level II. She is an instructor for the NRCS Contract Administration for Construction Contracts course and has developed and presented numerous one-hour training modules for acquisitions CLE. Crystal is a licensed attorney.

Dennis Clute, Construction Engineer, NRCS National Design, Construction and Soil Mechanics Center, is a registered professional engineer and a Level II COR. Serving at the Center for the past 16 years, Dennis previously worked for 10 years as a project engineer in Texas working as a COR in the Small Watershed Program. He is a long-time instructor for the NRCS Contract Administration for Construction Contracts course. He is also an instructor for three other NRCS technical courses and has developed and presented several NRCS webinars.
